Can my recruiter help the court drop the charges?

I am being charged with Retail Fraud 2nd degree as my first offense and I plan on joining the Military. My cousin plans to be my recruiter for me to go Active Duty in the military and plans to come to court as my recruiter and get the judge to drop the charges. Is this possible? he said he done it many times before, but does the court or judicial system somehow favor the military or what? I paid a $200 settlement so there are no civil lawsuits against me, now I am just dealing with the state charges, I am 19 in college, and working living with mom with this being my first offense on my record.
