3 month old and pacifier?

My 3 month old won't suck on her pacifier... she will chew it, and open and close her mouth like she wants it... but she wont latch on and suck on it like she does her bottle. Any suggestions? She is starting to suck her hands alot, and I'd rather her use something that can be taken away at some point. Thanks!
