Is this girl a bad friend?

A friend is one whom supports, uplifts, encourages. As this girl does not do that, and in fact seems to go out of her way to do the opposite, I do not believe you should consider her a friend. You should still be polite and be a good team member to her, but I would not feel pressure to extend myself beyond this.
