Its been at least 3 or 4 months, why does my male Beagle keep licking and sniffing my female Beagle?

My female Beagle CC is NOT in heat. My male Beagle Gotti, he will not stop sniffing or licking CC whenever she gets up or tries to walk around or tries to eat her food, there his nose is right there in between her legs, literally licking her.Its been four months of this constant annoyance of Gotti just following CC around outside in the backyard, on more than one occasion actually drinking her urine. Mind you he has been sampling and drinking her urine for four months and counting. I'm really annoyed and tired of having to pull Gotti away from CC because he won't stop licking her or sniffing the girl. His breath is starting to turn for the worst cause he won't keep his mouth from CC's backside and elsewhere. I'm extremely fed up with it. It doesn't matter if I seperate them, Gotti just ends up sniffing the couch or any spot that CC has laid or sat and starts licking it. Can anyone help me or why Gotti still doing this?
